MUNICIPAL ELECTRIC POWER ADVISORY BOARD
Minutes
December 28, 2005
HMLD Meeting Room                                                                            7:00 p.m.


Members present:  Chairman Robert Hamer, and Members David Cotton, Peter Liddy, and John Shepherd.

Also present:  Brian Bullock, Town/ Light Manager, Jacquelyn Kelly, Assistant Town Manager, Gary Harrington, Superintendent, and Diane Mero, Utility Specialist.

HMLD Succession Plan

The Board discussed a possible response to the Selectmen's request for a succession plan, in the event that the Light Manager position becomes vacant.  On a motion by Mr. Cotton, seconded by Mr. Shepherd, the Board agreed to send the Selectmen the following response:

"The Municipal Electric Power Advisory Board has been asked for a recommendation concerning a "succession plan" in the event of a vacancy in the Light Department Manager's position.  The Advisory Board believes that any vacancy in the position of Light Department Manager should be handled consistent with existing Town policy for the recruitment of management personnel.  Consequently, at our meeting on December 28, 2005, the Board adopted the following recommendation:

"Under the town Charter the Town Manager is responsible for appointing the Light Department Manager and all other municipal employees.  If the Light Manager position becomes vacant, the normal recruiting process should be followed.  That is to review the existing job description/posting, advertise the vacancy, select a field of candidates, interview, and make an appointment.  Existing staff would be evaluated for possible appointment in an "acting" capacity and/or as permanent Light Manager.  It would be the decision of the Town Manager whether the appointment of an "acting" Light Manager is necessary or desirable."

The meeting was adjourned by consensus at approximately 8:50 p.m.
